ハンドオーバー先の基地局を決めるときに送信するメッセージ
基地局から移動機に対してこのしきい値になったらレポート下さいと情報が事前に知らされていて、条件に合致した時に対象の基地局に送信する。
Measurement Reportの送信タイミング大きく分けて2種類ある。
①移動機が一定の間隔で送信する「周期型（periodic type）トリガ」
②特定の電波条件が満たされた場合にのみ送信する「イベント型（event type）トリガ」

A1 = Serving becomes better than threshold
A2 = Serving becomes worse than threshold
A3 = Neighbour becomes offset better than PCell
A4 = Neighbour becomes better than threshold
A5 = PCell becomes worse than threshold1 and neighbour becomes better than threshold2
A6 = Neighbour becomes offset better than SCell
B1 = Inter RAT neighbour becomes better than threshold
B2 = PCell becomes worse than threshold1 and inter RAT neighbour becomes better than threshold2
